Government Incompetence: Idaho County violates Federal Law, Federal Judge orders the County to violate Idaho Law in order to pay off fine

In 2010, Boise County was found guilty of violating the Federal Fair Housing law.  They must now pay $5.4 million in fines, with 5.5% yearly interest.

Boise County tried to file for bankruptcy, but a Federal bankruptcy judge found the county can afford the bill.

Now, the Federal district court has ordered Boise County to violate the Idaho law on property tax limits, in order to raise the money to pay the Federal fine.

The Federal court wants Boise County officials to charge at least 3% over the state property tax cap.  Under state law a 2/3rds majority vote must OK such a move.

Idaho State Tax Commission officials are handling this like a hot potato, saying they don’t have the time to review the case, but they are working on a public press release to explain their position.

Boise County is required to make two payments per year, and have already made the first payment of $1.2 million.

Global Economic Class War: China now has property tax, on the rich

For those of you who think things are the same all over the world, think again.

Until the beginning of this year China did not have property tax.  Now two regions/states have instituted property tax, officially it’s to try and curb inflation, and real estate speculation.

In Chongqing and Shanghai, a property tax has been imposed on high end real estate.  The lowest price at which taxes are charged is for properties that sell for 9,941 yuan ($1,554) per square meter.

In Chongqing, the tax applies to existing residential properties, while in Shanghai it falls only on properties that were purchased after its adoption date.

The new taxes are due in October, and those who fail to pay will be subject to fines, restrictions on their ability to go abroad, or exposure in the media.

Government Incompetence: Once again, Idaho property values down, yet government raises the property tax, blame those damn levys people keep voting for!

“Even if the budget stays the same, the levy is going to go up to compensate for the decline in value of your property.”– Chris Rich, Ada County Clerk

Ada County, Idaho, just raised their property tax rates, even though property values are down.

In fact property values dropped 42% since 2006.  But county officials say the rates are going up because people keep passing levys.  The levys are paid for by increasing property taxes, despite what many of those who trick you into passing those levys say.

Some good news for property owners; under Idaho law levys can only affect your taxes so much, until they ‘max out’. As a sign of our bad economy, many officials say the levys are very close to being maxed out.

What Economic Recovery? Chinese Housing Bubble about to explode: Property Loans halted

“You’d better prepare to pay 40% of your home price as down payment, because commercial banks are going to ask more for a property loan.”-Gong Hang, bank official

First the Chinese government created a new income tax schedule that meant more people were excused from paying taxes, but left them potentially unable to buy a home (due to not having the required tax documents).  Then they ordered down payments to be increased, or mortgage interest rates must be increased (some banks did both).  Now, banks are just flat refusing to issue anymore property loans.

In what’s called 2nd and 3rd tier cities, in China, banks are refusing to issue anymore loans for property: “We will not accept property loan applications at present, even if it is from a first-time home buyer.”-unnamed bank official

If you think paying 40% down on a home is outrageous, wait ’till you read this: 40% down is for first time home buyers, if you’re buying a home for the second time Chinese banks now want 50-60% down.

Bank officials say it’s because the Chinese government ordered banks to hold onto their money, by not lending it out.  This is an attempt to control inflation, which Chinese officials are fearing could get out of control.

New York City desperate to sell land to China

New York City’s Economic Development Corporation is hosting a weeklong program, trying to sell property to Chinese companies.

It’s another sign that the economy is not recovering.  Real estate agents can’t sell enough property to U.S. companies, so they’re trying to get the rich Chinese to buy it.

Several Chinese businesses have already opened New York City offices, include the apparel company Li & Wang, and several banks and investment firms.
