Yesterday, Joseph Robinette Biden Junior created a new(?) Office of Environmental Justice. It also creates Justice40 Initiative, which diverts 40% of taxpayer funded ‘investments’ to “disadvantaged communities.” Never mind that several federal, and even state level, agencies have been operating under their own concept of Environmental Justice, since 1994.
But wait, the U.S. Department of Justice already has an Office of Environmental Justice!
What is Environmental Justice? Here’s an incomplete list of definitions from federal and state government entities:
U.S. Centers for Disease Control and Prevention: “The Environmental Public Health Tracking Network gathers data and information that are needed to make decisions about our environment and our health, including personal, community, regulatory, and public health decisions. The Tracking Network allows users to identify demographic factors, environmental burdens, socioeconomic conditions, and public health concerns directly related to environmental justice.”
U.S. Federal Aviation Administration: “….airport sponsors must take into consideration EJ impacts to surrounding populations regarding airport noise, airport construction, or other adverse human health and environmental effects.”
U.S. Environmental Protection Agency: “Environmental justice (EJ) is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation and enforcement of environmental laws, regulations and policies.”
U.S. Health and Human Services: “HHS recognizes that people of color, disadvantaged, vulnerable, low-income, marginalized, and indigenous peoples, are disproportionately burdened by environmental hazards.“
U.S. Department of Housing and Urban Development: “Environmental justice is an integral part of HUD’s mission. The Department works with multiple stakeholders and other federal agencies in its efforts to assure environmental justice concerns are addressed.”
Colorado Department of Public Heath & Environment: “Environmental justice recognizes that all people have a right to breathe clean air, drink clean water, participate freely in decisions that affect their environment, live free of dangerous levels of toxic pollution, experience equal protection of environmental policies, and share the benefits of a prosperous and vibrant pollution-free economy.”
Massachusetts Executive Office of Energy and Environmental Affairs: “Historically, the environmental justice movement has been one of grassroots activism focusing on the rights and liberties of people of color and low-income communities relative to the environment…. In 1994, President William Clinton issued Executive Order 12898, ‘Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations,’ directing federal agencies to address environmental injustices in their operations and in communities across the country.”
Michigan Department of Environment, Great Lakes, and Energy: “Environmental Justice is the equitable treatment and meaningful involvement of all people, regardless of race, color, national origin, ability, or income and is critical to the development and application of laws, regulations, and policies that affect the environment, as well as the places people live, work, play, worship, and learn.”
Minnesota Pollution Control Agency: “The MPCA focuses on developing strategies to reduce pollution and health disparities in communities most at-risk.” Yet also states “The MPCA is committed to environmental justice, the fair treatment and meaningful involvement of all people, regardless of race, color, national origin, or income…”
New York City Office of Environmental & Climate Justice: “Environmental justice means the fair treatment and meaningful involvement of all persons, regardless of race, color, national origin, or income, with respect to the development, implementation and enforcement of environmental laws, regulations, policies and activities and with respect to the distribution of environmental benefits.” But then adds “Climate justice is the recognition that it is these same historically-overburdened communities that are most vulnerable to a rapidly changing climate. Disparities that are persistent in our society, from social, to economic and health inequities, can be exacerbated by impacts of climate change like extreme heat, flooding, and catastrophic weather events. The pursuit of climate justice also means holding those with the most responsibility for the climate crisis accountable.”
North Carolina Department of Environmental Justice: “DEQ’s Environmental Justice Program works to ensure the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation and enforcement of environmental laws, regulations and policies.”
Oregon Department of Environmental Quality: “DEQ is committed to the principles of environmental justice and to ensuring that the agency’s actions – including permitting, cleanup, policy and planning, outreach and education, and compliance and enforcement – address the interests of Oregon communities, especially minority, low-income and other traditionally underrepresented communities, as much as state and federal laws allow.”
Pennsylvania Department of Environmental Protection: “DEP defines an EJ Area as any census tract where 20 percent or more individuals live at or below the federal poverty line, and/or 30 percent or more of the population identifies as a non-white minority, based on data from the U.S. Census Bureau and the federal guidelines for poverty.”
