Nippon is a long time Major Non-NATO Member (MNNA).  In 2014, then NATO Secretary General Anders Fogh Rasmussen and current Prime Minister Abe Shinzō signed a new deal that expanded Nippon’s military role within NATO.  On 05 January 2017, Nippon’s Defense Minister Inada Tomomi met with NATO leaders in Belgium.

The North Atlantic Treaty Organization (NATO) would only say that  Defense Minister Inada Tomomi was in Belgium to discuss the progress of NATO-Nipponese relations. However, NHK (Nippon Housou Kyoukai/Japan Broadcasting Corporation) reported that the meeting was about expanding Nippon’s military role in NATO.  (please note that Nippon is in the Pacific, not in the Atlantic)
