My research now leads me to believe that many of the bacterial and viral outbreaks over the past few years can be directly tied to a U.S. Army program called JUPITR ATD (Joint USFK Portal Integrated Threat Recognition, Advanced Technology Demonstration). It was originally intended for experiments in Republic of Korea, but then spread to west Africa.

It must be noted that the involvement of U.S. AFRICOM with JUPITR ATD coincides with the recent ebola outbreak. It must be noted that Republic of Korea is dealing with a mysterious MERS (Middle East Respiratory Syndrome) outbreak that seems to be concentrated in their hospitals.
The JUPITR ATD is officially about trying to develop a fast, cheap and standardized way of detecting biological weapons deployed during combat. Currently the detection of bio and chemical weapons is not fast or reliable, and is not standardized within the NATO Members or NATO Partners. The problem with the JUPITR ADT Program is that in order to test their experimental equipment they must use live viruses and bacteria, and it must be done in a ‘real world’ environment (mainly outdoors).

….CDC [Centers for Disease Control & Prevention] and HHS [Health & Human Services] are working with us, so this is not a DoD only effort…..I actually don’t know who all the thousands of users really are.
…..Ten systems have been selected…..Two systems went over to Osan Air Base [Korea] and they were turned on at the beginning of September [2014]…..two more systems were flown to the two hundred foot long Ambient Breeze Tunnel [Dugway Proving Ground, Utah] and they were assessed by challenging them with 152 aerosol challenges of four different agents: anthrax, plague, bacillia and botoxin…Those systems departed afterwards for the Naval Research Laboratory….undergoing a maritime excursion in an environment that simulates a naval vessel.
